Just like with any aging building, restoration projects at the Duomo of Milan are necessary for safety and preservation. The current project focusing on the base of the dome was started in 2017. The good news is that, although you'll see scaffolding and some areas closed off, most of the Duomo is open (including the rooftop terraces). It's an opportunity to see progress in action!
